Norka Pravasi Industrial Estate - (NPIE)-2026
Recognizing the immense potential and contribution of the global Malayali diaspora from the state, Government of Kerala has decided to launch a Special Private Industrial Estate Scheme for Pravasis viz.NORKA PRIVATE INDUSTRIAL ESTATE SCHEME (NPIE) – 2026.
The Main objective of the scheme is and to address the scarcity of industrial land by ensuring its availability for entrepreneurs, thereby facilitating their industrial ventures in Kerala. The scheme is designed to facilitate investment by Expatriates/returnees/NRKs in the industrial growth of Kerala, Create dedicated industrial zones tailored to the needs and expectations of global investors, Foster knowledge transfer, technology adoption, and job creation through diaspora engagement. Individuals /Entities (NRK/Expatriate or Returned expatriate or family Members or Entities formed by NRKs, expatriates, returned expatriates) owning and possessing or holding lease right (for a minimum period of 30 years ) , of 3 to 7 acres of land in in Kerala can apply for development of standard design factory . Those who holding more than 7 acre to 15 acres land can apply for Industrial Estate Development. Government will provide an assistance of a maximum of `3 Crores (Three Crores) as reimbursement towards building infrastructure facilities such as Electricity, Water, internal road, drainage, ETP/CETP, Common facilities like laboratory, testing and certification facilities with in the ‘NORKA Private Industrial Estate’.
Development of Industrial Estates on PPP mode
Notwithstanding the several measures put in place, the scarcity of the space for industrial accommodation still prevails. To address the situation effectively, partnership and collaboration from the other stakeholders is imperative. Therefore, it is found that for developing industrial infrastructure in the state, the PPP model is very relevant. The scheme intends to bring about optimum utilization of parcels of land notified for industrial purposes, under the ownership of LSGIs. The funds provided under this scheme can be used as viability gap for establishing industrial infrastructure in the land under LSGIs in the following ways: i) by way of developing industrial estates in the land, by providing infrastructure facilities like Power, Water, Internal roads with drains, common amenities, Effluent treatment Plant etc ; ii) by constructing small sheds/buildings OR renovating the existing sheds/buildings already constructed by LSGIs for industrial purposes. The entire fund (100%) required for the above mentioned infrastructure development will be provided by the Industries Department subject to a maximum of 1 crore, which will be a one-time assistance for a project.
Co-operative Industrial Park
The objective of this scheme is to utilize the vacant land of Co-operative societies/institution for industrial purpose. Co-operative societies/institutions owning and possessing a minimum of 7 acres of land and desirous of developing a Co-operative Industrial Park shall apply on-line to obtain the Co- operative Industrial Park Developer Permit. The minimum extent of land in Corporation areas shall be 4acres. For developing a Standard Design Factory (SDF) the extent of land shall be 2 acres. Government may strive to facilitate the Co-operative Industrial Park Developer in developing roads, power and water supply for the Co-operative Industrial Park and will extend an assistance of Rs. 20 Lakhs per acre subject to a maximum of Rs.200 lakhs per park (Rupees Two Hundred lakh) towards building infrastructure facilities such as Electricity, Water, road, drainage, ETP/CETP, common facilities like laboratory, testing and certification facilities
